Springbank Park For All Seasons Funding Issue
September 9, 2010

Dear Mr. Branson, Mr. Buckley and Mr. Yurchak.

As Chair of the Springbank Police Advisory Committee, I sit on the Board of Springbank Park For All Seasons. In addition to attending several SPFAS Board meetings where funding issues have been discussed, I have also reviewed the attached Park Patter article. I have also discussed these issues with John Rop, General Manager of SPFAS. I am familiar with the recent Rocky View County funding cuts to the Springbank Park for All Seasons, how they relate to our taxes and recreation levy.

The SPFAS provides important recreational and community services, including housing Rocky View County’s Enhanced Policing RCMP Office. The SPFAS has been instrumental in building and maintaining the RCMP office on behalf of the RCMP Cochrane Dispatch and Rocky View County. The Springbank Police Advisory Committee is supportive of the Springbank Park For All Seasons for this and many more reasons.

I understand you gentlemen have all pledged support for a reasonable and stable level of funding to the SPFAS. I am writing to ask you to join me in supporting SPFAS and recognize it as an important regional recreation, cultural, and community facility in Rocky View West. I ask you to encourage Rocky View County to restore stability to its funding to the SPFAS by re-establishing an annual operating grant to the SPFAS of no less than 20% of the SPFAS annual operating budget. Further, I ask you to join me in supporting SPFAS and help convince Rocky View County to resume the practice of, at a minimum, matching the funds raised by SPFAS for capital projects on a dollar for dollar basis.

I have blind copied (bcc’d) members of the Springbank Police Advisory Committee on this email in order to protect the privacy of their email addresses. I encourage them to take a moment to also consider the funding issue and send you an email to express their support for reasonable and stable funding to the SPFAS.

At this time, I would also like to thank you, on behalf of the Springbank Police Advisory Committee, for your service to our community as the Councilors in Rocky View West.

Regards,

Christine Pennell
